Severe rear squat, headlights aimed at the sky, and steering that feels light because the front axle unloaded. Corners feel pushy. Hitch, ball, or rear tires may be operating above their comfort zone even if total tow rating “looks fine” on paper. Tongue weight over ~15% of loaded trailer weight, or any reading that exceeds hitch / payload stickers, is the red flag.
Too low: Move batteries, generators, toolboxes, coolers, and dense cargo forward of the axle toward the coupler. Do not stack heavy items on the rear bumper of a cargo trailer as “easy access.” Re-measure.
Too high: Move dense cargo rearward of the axle in controlled steps. Remove tongue-mounted weight you do not need for the trip. Confirm hitch rating and tow-vehicle payload after the move — getting into the percentage band does not create payload that was never there.

Friction sway control or WD sway control can help damp oscillations, but they do not replace putting enough weight on the ball. Fix cargo first.
